- Commissions: specialist planning and programme support
- Zones and Zone Committees: local implementation and reporting
- Secretariat: administration, records and coordination where operational
- Financial review, transparent reporting and policy maintenance

Strengthened constitutional governance, leadership continuity and reliable organisational systems.
Implementation & accountability
These activities are proposed under the 2027–2031 Strategic Plan. The five-year Activity Work Plan Matrix identifies planned responsibilities, timing, targets and verification arrangements. Implementation remains subject to coordination, available resources and appropriate Fraternal oversight.
